Actually, it's a team effort led by Satoshi Tajiri, the creator of Pokémon, who envisioned the entire Pokémon universe. The Pokémon Trading Card Game was then developed by Creatures Inc. and published by Nintendo. So, it wasn’t just one person's brainchild!
Tbh, Satoshi Tajiri is the mastermind behind Pokémon, and without his original ideas, we wouldn't even have Pokémon cards. So, gotta give credit where it's due!
