Lelouch vi Britannia, with his Geass power and brilliant strategies, is arguably the one in control throughout most of Code Geass.
As a lifelong fan, I can confidently say it's a wild ride where Lelouch tries to control the battlefield, but the twists and turns constantly shift that control back and forth between many characters.
