Street Fighter's Ryu and Akuma are iconic for a reason. They'd probably hadouken their way through any competition!
As someone who's played all three, I'd say it really comes down to the player. Skill > character strength!
Dead or Alive fighters have some serious moves and agility, but they might fall short against the pure powerhouses in Tekken or Street Fighter.
