Honestly, it's hard to decide between Tomura Shigaraki and All for One. Both of them are insanely powerful, but Shigaraki's recent improvements might give him the edge.
All for One is a strong contender too. The guy has multiple Quirks and an intellect that's always ten steps ahead.
Overhaul was pretty tough too, remember? His Quirk could reshape anything he touched, and he gave the heroes a real run for their money!
