From personal experience as a dedicated fan, Tenten never got the chance to shine in major battles, making her one of the weaker characters.

Sorry, but it has to be Mizuki, the guy who Naruto took down with a basic Shadow Clone Jutsu right at the start. Not a great start for the series' villains!
