If you're talking about the Hyrule Historia and other official guides, Shigeru Miyamoto and Eiji Aonuma have their hands all over those, along with a team of Nintendo writers.
In my experience, Akira Himekawa's manga adaptation is the way to go if you want more epic tales of Link!
Technically, Nintendo's team of writers and developers craft the storylines, but Akira Himekawa brings them to the page in the manga.
The Legend of Zelda books are mainly written by Akira Himekawa, a duo of female manga artists, and they sure know how to draw Link in epic adventures.
