Honestly, it's a hot take, but I think Yuga Aoyama is the weakest. His laser causes him stomachaches. Some hero.

I've always thought Koji Koda had one of the weaker Quirks. Talking to animals is cool, but how many villains can you fight with that?

Toru Hagakure's invisibility is pretty weak in terms of combat. You can't see her, but that doesn't mean she's powerful.

Minoru Mineta, hands down. His Quirk is literally just sticky balls. Useful for pranks, but not much else.
