Sometimes it鈥檚 just bad RNG. Keep looting and you'll eventually find better gear!
Make sure you're keeping your weapons repaired! They degrade over time and lose effectiveness if you don't maintain them.
Check your character's skills and perks. Weapon stats can be significantly boosted by investing in the right abilities.
Your weapon stats are probably low because you're under-leveled for the area you're in. Try going back to an earlier zone or leveling up.
