If you and your friend have different privacy settings, it could be messing things up. Double-check those to see if that fixes it.
Check if you're using the right Epic Games ID and not a console-specific username. Epic IDs are required for cross-platform friend requests.
Maybe you or your friend are on a restricted account, like a child account with parental controls. Those could block cross-platform friends.
