Try restarting your phone and reinstalling Instagram. It fixes lots of weird glitches. Worked for me when I had the same issue!
Maybe you accidentally denied the permission? Go to your app settings and manually allow camera access for Instagram. Easy peasy!
Honestly, just delete the app and reinstall it. Quickest fix.
