You might not have unlocked the appraisal feature yet! You need to reach Trainer Level 5 before you can appraise your Pokémon.
Make sure you're using the latest version of the app. Sometimes, bugs or outdated versions can mess with features like appraisal.
Hot take: You might just be missing where the appraisal option is. Tap on the Pokémon, then tap the three lines in the bottom right!
