You might not be able to follow someone on Facebook because they have not enabled the follow feature in their privacy settings. Check if their 'Follow' button is visible!

Some people have their settings such that only friends can follow them. Try sending a friend request instead!
Could also be blocked, which means no following allowed. Ouch!
In my experience, it's usually a privacy setting issue. I had someone fix it by allowing 'Public' followers, and problem solved!
