You might just be unlucky, try checking the 'Pet Dealer' and 'Animal Shelter' more often, they refresh regularly!
Have you tried working on your relationship skills? Some pets only become available when you have higher happiness and health stats.
Honestly, the pet options are random and sometimes you have to wait it out. Just keep checking, you'll get your furry friend eventually.
