You might not be able to immigrate in Rise of Kingdoms if your City Hall level is below 16 or if your kingdom is too new. Check those first!

Make sure you don't have ongoing rallies or reinforcements. You need a clean slate to immigrate!
Your resources and troops might exceed the limit allowed for immigration. Try spending or donating them to get below the cap.
Immigration restrictions can also be due to your Alliance's leader limiting it. Ask them if there's a block in place.
If your kingdom is under an immigration cooldown, you might just need to wait. Patience, grasshopper.
