Currently, Instagram doesn't have a feature that allows users to 'like' notes. But who knows, maybe someday we'll get heart-shaped notes!
You can't like 'em because the feature simply ain't there! Instagram's focusing on other interactions instead.
As of now, there's no way to like notes on Instagram. Maybe try emojis or a nice comment if you really like something!
