Jade should be available from the start. Might be a game bug, try reinstalling or checking for updates.
Make sure you haven't accidentally filtered out characters in the character select screen. Happens more often than you'd think!
In my experience, she was always there from the beginning. Maybe your game's corrupted and needs a reinstall.
