Sometimes it's because the person you're trying to add has their privacy settings locked up tighter than Fort Knox.
You might have hit your daily friend request limit! Facebook has a cap to prevent spammy behavior. Try again tomorrow!
Check if your friend request privileges are temporarily blocked. Facebook can restrict accounts if they suspect you're spamming requests!
