Your account might have a chat restriction. Sometimes new accounts can't chat for a while to prevent spam and abuse.
Sometimes the chat feature just bugs out. A quick game restart usually fixes it for me!
Maybe you've been muted by the moderators. If you've violated the rules, they might have restricted your chat privileges.
Parents could have set up parental controls to restrict chat. Double-check with them to see if they changed any settings.
