You can't use Baul's Horn in certain areas because some places are restricted for flying. Try using it in open locations!

Check if you are in an area permitted for Baul's Horn. You can't summon Baul in caves or towns.

Sometimes it's just a glitch! Save and restart the game if you think you're in a valid area.

Are you inside a town or dungeon? You can only use Baul in open areas.
