They removed Duels to make room for other, more popular game modes. But who knows? It could return in the future!
I heard from a friend who works at Supercell that Duels were removed due to balancing issues. They might be tweaking it.
Honestly, Duels just weren't as popular. It's all about keeping the game exciting for the majority of players.
