Because SFII was simply too awesome not to imitate! It practically kicked off the fighting game revolution in the '90s, so naturally, other developers were inspired by its success and wanted to capture some of that magic.

As a long-time player, I saw how Street Fighter II's success turned the whole arcade scene upside down. It just made sense for other developers to try to catch that same lightning in a bottle.
