SF3 was ahead of its time. The series needed a few years for gamers to catch up!
It didn't die, it was just hibernating! SF3 had a niche fanbase, but SFIV revived the series for the masses.
Why did SF3 'die'? It didn't; it evolved. SF4 and SF5 showed it's still kicking butt!
