The Northern Briggs Fortress is heavily fortified and staffed by some of the most formidable soldiers. Maybe Envy didn't want to risk it.
Envy probably didn't attack in the north because the harsh climate and terrain are tough for almost anyone, even a shape-shifting homunculus!
Honestly, Envy's not an idiot. The Briggs soldiers are terrifying. Even a homunculus would think twice!
