Honestly, it's probably your WiFi. Steam itself is usually pretty quick unless their servers are overloaded from everyone trying to download the new hottest game at the same time.
I鈥檝e got super fast internet but sometimes Steam still takes forever. Found out it was because I was connected to a server on the other side of the planet. Switched to a closer server in the settings and now it's like I'm downloading directly from the future. Fast!
Could be your hard drive, especially if it's older. Upgrading to an SSD made a huge difference for me, not just for Steam but for everything on my PC.
