The captcha on Steam is like a grumpy guard. Sometimes, it just decides not to cooperate. If you're stuck, swap browsers. I've jumped from Chrome to Firefox and suddenly, the gates of Steam were open to me. It's as if the captcha respects Firefox more, or maybe Chrome was just having a bad day.
