Why Does Team Fortress 2 Notification Sound on Windows?

Pretty sure it's cuz the game settings have a notification sound enabled for stuff like friend invites, messages, and other alerts. Disable it in the settings if it bugs ya!

It might be your Steam notifications going off, not the game itself. Try tweaking your Steam client settings.

In-game alerts like new items or party invites can cause the notification sound. To quiet the noise, go to options and turn off notification sounds.
