It's probably because your hardware is struggling to handle the game. Give it a break and lower the settings, or upgrade your rig.
Valve's lack of recent optimization updates has left TF2 a bit laggy. We love the game, but it needs some modern TLC.
TF2 runs like a potato on my PC too. It's just an old game engine clashing with modern technology. Frustrating, but not much to be done.
