Had this issue before. Reinstalling the launcher and running it as admin fixed it for me!

Could be an issue with your firewall or antivirus blocking it. Try adding the launcher to the exception list!

To be honest, the launcher is just temperamental sometimes. Restart your system and hope for the best.
