It's likely a design choice to keep things from getting too hectic. They must think level 15 is the sweet spot between fun and frustration.

I've hit level 15 many times, and I can confirm, it just stops. Maybe it's a bug, but more likely it's a challenge cap.

The Facebook version of Tetris probably caps at level 15 because it keeps the game challenging but not impossible for most players. Keeps you coming back for more, too!
