It's simple: Console roots. The game was heavily optimized for consoles, so controller support is prioritized. Just switch to mouse and keyboard if you prefer!

It defaults to controller probably because many players find it more intuitive for aiming and movement in action RPGs. Plus, it was released on consoles first!
