Make sure you're moving around! Incense attracts more Pokemon when you're on the go. If you're just sitting still, it might seem like it's broken.
Incense spawns one Pokemon every 5 minutes if you're stationary. If you're moving, you'll get one every minute. So, try walking around for better results!
Incense is totally useless if you're not patient. Give it some time and roam around a bit; you'll see more Pokemon pop up!
