Why Doesn't War Thunder Delete
You might need admin privileges to delete it. Right-click the game's shortcut or executable, select 'Run as administrator', and try uninstalling again.

It's probably just hiding out of pure stubbornness. Check your Task Manager to ensure there are no lingering processes before trying again.
War Thunder is like that ex who won't take a hint! Make sure the game isn't running in the background first. If it still doesn't work, try manually deleting the game folder.
