You probably need to update TikTok. New features like captions come with updates, so make sure you're using the latest version.
TikTok just doesn't like you, lol. Seriously, update your app or wait it out.
Maybe TikTok's captains are lazier than Netflix's! But seriously, check your settings and update your app.
I had the same issue, updated the app, and boom, captions appeared like magic.
