Simple answer: It’s a Kodansha thing, not a Shueisha thing. That’s why it’s not in Shonen Jump.
From personal experience, I found out Attack on Titan is with Kodansha, who publishes it in Bessatsu Shonen Magazine, not Shonen Jump.
