Simple answer: Titans roam freely outside the walls, so humans had to create a safe zone to live in peace. Think of it as an extreme version of 'stay inside'.

In the series, the separation happened because of the Titans posing a constant threat. Humanity built walls to keep those colossal monsters at bay. Ain't nobody got time for that kind of drama outside!
