Bruce isn't in Tekken 7 because Namco decided to replace him with Josie Rizal. They wanted to keep the game fresh with new characters.

From what I've read, to keep the roster fresh, Namco replaced Bruce with someone newer, like Josie Rizal, giving her a similar move set.
