It's by design! Bethesda wanted to create a unique experience where players are the main characters in the post-apocalyptic world. Instead of traditional NPCs, you have holotapes, robots, and terminals that tell the story of the people who didn't make it. And with the recent updates, they've added human NPCs to make the world feel more alive, but the initial setting was all about player interaction shaping the new world.
lore wise it makes sense, the bomb just dropped 25 years ago, not much time 4 ppl to repopulate earth. plus it adds to the creepy vibe which is pretty cool if u ask me
