Mob Psycho 100 came out before One Punch Man Season 2 because they just decided to focus on Mob first. Studios have their own schedules and priorities, ya know?
Honestly, Mob Psycho 100 might have been easier to produce or had a more ready team. Both shows are awesome though, so no complaints!
