It could be a corrupted update. Try reinstalling the system software using a USB drive loaded with the latest PS4 firmware.

Your PS4 might be stuck in safe mode because it's struggling with software issues or a hardware glitch. You should try restarting it, updating the system software via USB, or using the 'Restore Default Settings' option. If none of that works, it may be time to contact Sony support.

Well, it's probably in safe mode because it's having a bad day. Give it a break and try turning it off and on again after a few minutes.

From experience, my PS4 got stuck in safe mode because of a hard drive issue. Replacing the hard drive solved my problem instantly. Hopefully, it's something less severe for you!
