In my experience, sometimes it just needs a couple of minutes to kick in. Be patient or try rejoining a different server!
It's possible there's a bug in the game or a temporary server issue. Try restarting the game or checking for updates.
Make sure you have enough Credits, sometimes you need to spend Credits to use certain features like the radio.
