First things first, check your internet connection because no internet equals no cloud syncing. Next up, take a peek at Steam's settings and make sure Steam Cloud is actually enabled for the game in question. Sometimes, it's the simple things we miss! Also, Steam occasionally takes a coffee break (aka, the servers might be down), so give it a bit and try again later.
