Sometimes, it's just the Twitch server you're connected to. Change your server region in the Twitch settings and see if that helps.
Lagging could be due to your computer's hardware. Make sure your CPU and GPU can handle streaming and gaming simultaneously.
Check if any other devices on your network are using a lot of bandwidth. Ask your roommate to stop downloading their entire music library.
