Had the same issue. For me, it turned out the card hadn’t been activated properly at the point of sale. Contacted the store and they fixed it.

It might be an issue with the store region. Sometimes, cards bought in other regions won't work due to regional restrictions.

Make sure your Xbox is connected to the internet. Sometimes connection issues can prevent the card from being activated.
