Naruto's not really 'weak'—he's just older and more mature. He doesn't need to go all-out like he did in his younger days since his responsibilities as Hokage require a different kind of strength.

Naruto is Hokage now! He’s gotta think about the village first. Plus, over time, intense battles wear even the strongest ninja down.
They nerfed him for plot reasons. Gotta give Boruto and the new generation some room to shine!
