I've had issues when there were PayPal system updates happening. It could be on their end, so maybe just give it some time!
Try uninstalling and reinstalling the app. If that doesn't do it, restart your phone just for good measure.
Double-check your internet connection. PayPal won't work if you're offline or on a weak connection!
