Sometimes, your ship is inaccessible in Starfield because it might be docked at a space station or outpost where you're not allowed to board. Try fast traveling to a different location!
Are you sure you're not trying to access the ship from a restricted area? That could be the problem.
Your ship might also be inaccessible if you're in the middle of a mission that restricts its use. Finish the mission objectives, and you should be good to go.
