Honestly, it's probably just a bug. I had the same issue last week, tried again after a few hours, and it worked like a charm. Steam's not out to get you, it just trips over its own feet sometimes.

Most of the time, it's your browser acting up. Clear those cookies and cache, or switch to a different browser. Steam's fine, it's just picky sometimes.
