They probably want more people to experience the game, and lowering the price helps that. Also, it's not brand new anymore!
I got The Last of Us Remastered for a bargain and it was worth every penny! They probably see it as a way to get the game into more hands and gain new fans before any new releases.
It's cheaper because it's older. Things get cheaper with age.
