Characters come and go. Vega's absence could mean more room for new faces and fresh gameplay dynamics.
Capcom sometimes rotates characters to keep the roster fresh and exciting. Maybe Vega will return in a future update or DLC!
Because Capcom decided to leave him out. Simple as that.
Not all characters make it into every game. Vega could be lounging in a Spanish villa, waiting for the call to return.
