Johnny Cage isn’t in the new Mortal Kombat movie because the creators wanted to focus on setting up the story and introducing new characters. Cage might pop up in a sequel, so fingers crossed!

They left Johnny Cage out to give spotlight to other characters and avoid overcrowding the storyline. Don’t worry—he’ll probably make his flashy entrance later!

From what I've read, the filmmakers decided that adding Johnny Cage would have made the story too complicated for the first movie. They wanted to make sure every character had enough screen time.
